You can forego powdercoating and use any of the commercially available epoxy-based paints. They aren't AS tough, but the difference is negligible. Most steel yards carry "scrap" steel leftover from job sites they sell for cheaper than finished dimension material. Play your cards right, you might be able to fab something better than what you can buy for much much less money.

I think I saw someone on here use a Jeep bumper/brush guard with modifications. Just go to your local shiny parts 4x4 place with a tape measure and a cheat-sheet of measurements off your truck. Never know what can be easily adapted or might even bolt right up.
