If you haven't already, install the head and valve assembly, then attach the cam sprocket and timing chain to the cam. Rotate the crank clockwise until #1 piston is at TDC and both front (#1) rocker's sliding surfaces are opposite the cam lobe. With a feeler gauge, adjust the intake screw to .006" and the exhaust to .010". If any other rockers are on the backside of the cam lobe, adjust those too. Rotate the crank 360* and adjust the #4 screws and those of #2 and 3 that are opposite the cam lobe.
Once you get it running and at operating temperature, turn it off, remove the valve cover and repeat the above adjustment steps.
