I'm not familiar with any key-retainer latch on these, but just to speculate, there might be a button near the lock cylinder that you need to press to turn the key fully off and remove it, or if it's an auto trans that may need to be in Park or Neutral.

I know this might seem like a stupid question, but are you sure you have the key in the off position? If it’s all the way counterclockwise, it’s in accessory position. The position just before that is off.

Yes it’s stick in acc it won’t turn too off, I’ve tried turning the wheel cause maybe it was stuck on the steering lock and that didn’t help. I’m kinda lost cause I don’t remember there being an ignition lock that’s why I’m confused

Hm interesting, on my '87 the most-counterclockwise position is Off, next position clockwise is Acc. Did that change in later production?

OP, you might simply have a worn/gunky ignition lock cylinder. Try spraying some Brakleen in there while jiggling the key to flush out any old lube/debris, then see if you can remove the key. Then let dry and spray in a suitable lock lubricant like B'laster Dry Lube or Tri-Flow, working the key in and out to work the lube into the pin bores.
