Go in from the wheel well. You'll have easier access. Remember the basics like disconnecting the battery and making sure the truck is being supported securely on stands when you remove the wheel - safety first! Added tip - clean the cable connections thoroughly once you've removed the starter motor. If your starter motor solenoid kicks, but the starter won't turn over it may only need a brush assembly. Keep the starter and watch a few youtube videos on how to replace brush assemblies and bring a dead starter back into service. It'll save you some $$$

I removed the tire from the driver side to try and get better access to the starter, I still am unable to get any tools in there for removal. I tried to go from under the truck as well, but I’m only able to access the bottom bolt. It seems the only way to go would be to start taking apart the engine to access both bolts for removal. Threw in the towel for this for the night, am I missing the obvious answer to getting this project complete?
I used a socket and extension with a universal in it. Snap on because I have broken so many of the cheep tools

Yeah, the bolts are kinda a PITA to reach; I went at them from below. IIRC, the lower bolt I was able to reach with a long extension and U-joint attachment as camoit suggested, but the upper bolt just took patience with a ratchet and socket. Once undone, I was able to extract the starter itself from above, turning it just-so to work around the intake manny and other components.

For the upper bolt, try a socket with a breaker bar like this one:

Work from above but reach in from the passenger side. Can be tricky to keep the socket on the bolt head and you may need to add a length of pipe to the handle for increased leverage. Disconnect the head-to-firewall ground strap if it's in the way. It's a tight fit so if the air cleaner and valve cover impede use of the breaker bar, try removing those too, for more room.
