what do you mean by won't turn over - the starter won't spin, or the motor won't fire and run?

Get a female spade connector terminal and crimp it onto a couple of feet of wire. Disconnect the starter solenoid wire and slip the female connector onto the solenoid terminal, turn the ignition switch to 'on' and touch the other end of the wire to the +ve battery terminal (make sure the wire isn't going to get caught up in the fan or belts). It should kick over and start. If it doesn't run, there's a problem stemming from the ignition switch circuit to the coil and distributor. If it does start up, there's a relay/fuse/power to the starter circuit fault. You'll need a multimeter to dig around the main power circuits.
