Mine did the same thing. Another trick is to open the wiper motor and change the grease. Remove the plate attached to the electrical connector, should be 3 or 4 screws. You should see gears surrounded by alot of grease. Clean the metal connectors and remove some of the old grease and replace. The grease gets pretty thick over time.
Yea, I'm glad I found the wiper delay. I totally forgot I had it. Its been the cabinet for a long time.
