When i have the camshaft lined up with its timing mark is #2 exhaust valve and #3 intake valve suppose to be open? I am thinking that would be a big no so which leads me to next question y?

If the marks are correct then it's correct. (Rule of thumb) You should always turn the crank over by hand 2 full revolutions after doing any cam timing or valve adjustment work. It ensures you that things are correct and don't hit. Starters will bend things if somthing hits.
Just making sure before i put motor back together> I just bought the truck a couple weeks ago and i tore motor apart day 1 for rebuild
Did you dig through our manual section for your engine. We should have it in there somewhere.
