89 2.6 manual CA motor didn't pass smog, vauum line help

My mechanic told me told me to replace both thermo valves and the thermostat with a hotter unit. I did replace both thermo valves and the thermo stat with a 195 degree unit. everything seems to be working fine, but the one thermo valve with two nipples on it only has one vacuum line. Are there supposed to be two and if so where do they connect to? I don't want to go back to do the retest again and fail because a vacuum line is not hooked up right.
