possibly part of a "helper spring kit"? the "blue tape area" would contact a rubber covered bracket connected to a section of frame http://i474.photobucket.com/albums/r...k/DSC01161.jpg
looks like a hellwig add a leaf helper for something, but I doubt they will work on your truck
