Possibly dumb question about my mikuni carb

I’ve attached 2 pictures. Is the thing with the blue arrow supposed to go in the slot with the read arrow pointing at it? I don’t even know what it is, but it sure looks like they’re supposed to fit together. Anyone know? (Not sure why 1st pic flipped upside down.)

YES a small spring followed by a small ball bearing go into that slot hole then the arm fits into the slot and finally a pin passes thru all the holes with a tiny C clip that snaps onto the pin end to hold the pin in place... It can be tricky to fit together...

The device is call SUB EGR
