When it's really cold outside the it has no high idle, cough, choke, puke, and floods itself to death, I have a block a wood I wedge against the gas pedal till it warms up while I'm waiting around. Help setting and adjusting i guess is what I'm asking for. Thanks

...also it diesels when shut off after warmed up

Before cold starting, press the gas pedal only once, or maybe twice if it's bitterly cold (near or below freezing temp).
A properly-tuned Weber should not diesel after shutoff, even without any idle cutoff solenoid installed. Are your spark plug tips sooty-black? Sounds like your idle mixture screw and/or jetting may be set too rich -- or possibly fuel pressure is too high, forcing fuel past the float's needle valve and into the intake. Idle jets should typically be about a size 50 (+/- 5), and this thread covers basic Weber tuning:
