to start Check the battery is good. Make sure fuses are good. Tell us which vehicle it is.

Check battery voltage, main power from the battery and ground leads, main fusible link, ignition fuses. If the battery is good, try running a bypass wire straight to the starter solenoid and see if you can get it to kick over - if it doesn't, take out the starter motor and bench test it.

Any chance this is an automatic? If it is, and you're getting power from the battery, make sure the shift selector is firmly in park, maybe jiggle it a bit. There's a safety switch that needs to be making contact.

Pull it apart and thoroughly clean it out. Repack all of the drive gears with fresh grease and polish up the pick ups on the armature so you get a good electrical contact. Make sure the brushes aren't gummed up in their housings and aren't worn excessively down. Once a starter motor starts to glitch like this, it is letting you know it's not going to last much longer without intervention. I have resurrected a few starter motors and they have a tendency to not work once you've reassembled them. Persevere with testing and after a few tries they will kick over reliably every shot.

Dry lube on the Bendix, graphite is good. Grease will gum it up
