Exhaust reburn tube?

Looking for some help as to where this welded shut tube should be running to. Went to a new place for inspection and they said the "exhaust reburn tube was welded shut." I asked them for guidance but they just told me to look it up and I havent found anything online.

It's the pulse air pump. It takes air from the air cleaner and pumps it into the exhaust to burn any unburned hydrocarbons. Your best bet is finding one in the junkyard. You might need to grab the manifold, too, looks like that stub isn't going anywhere without a lot of heat, penetrating oil and motivation.
