No "pro" here but have you simply lubed the "soup to nuts" throttle system and choke? Thats where I'd start, and try to lube (use the straw on the can) to force some lube into both ends of the cable.Especially lube the linkages between throttle cable/actuator (at carb), and make sure those little bent rods are all in place, are lubed in grommetts (and plastic grommetts are actually ALL there (not cracked, or misaligned). I like (and so use) Energy Release CHAIN LUBE for this, as well as lubing door hinges, locks etc. It sprays out at about 5 w (oil scale) and then "dries to about a 180 or so soft grease! That runny, goes into every area, easy, then STAYS when it dries. ALso clings well (once "dry"), and doesn't dry out and cake/fall off. WD 40 etc is too light, and doesn't last..also attracts dirt too easily.

I'd bet its one of the little linkages/rods loose or the plastic "bearing" cracked etc. GL and let us know what you find....

If you have an electric choke then it needs to be replace. It burn't out. Or somthing along the choke linkage is stuck.

check and make sure the throttle plate is closing all the way down to the set screw, and also make sure that the choke is opening all the way. now if both of those things are working corectly take some carb cleaner on a COLD engine and spray it around the base plate of the carb, the idle shouldn't be affected by this, but if it stumbles or revs up the base plate gasket is probably leaking, it could be that its loosened up in the twenty some years since it was made. if the base plate gasket is leaking try tighening it first and see if that helps, if not replace the gasket.
